Nickel Downstreaming, Wages, and Labor Structure Transformation in Sulawesi

Purpose - This study evaluates whether nickel downstreaming improves real wages and transforms the labor structure of major processing regions in Sulawesi.
Methodology - A quantitative quasi-experimental design applies the staggered Synthetic Control Method to an illustrative 2007-2024 regency-level panel comprising eight treated regions and 64 donor districts. Treatment begins in the first full year of commercial smelter operation. The main outcomes are real monthly wages and the manufacturing, formal, and agricultural employment shares. In-space and in-time placebo tests, leave-one-out analysis, alternative donor pools, synthetic difference-in-differences, and pandemic-period sensitivity tests assess robustness.
Findings - The illustrative estimates indicate a 12.86 percent increase in real wages, a 5.83 percentage-point rise in manufacturing employment, a 7.42 percentage-point rise in formal employment, and a 6.18 percentage-point decline in agricultural employment. Wage gains emerge before the strongest labor-reallocation effects, while larger integrated industrial estates produce stronger changes.
Implications - Downstreaming should be combined with vocational training, transparent local recruitment, labor protection, local supplier development, affordable housing, and livelihood and environmental safeguards.
Originality - This study shifts evaluation from export and output indicators to regional labor-market outcomes. It uses a staggered counterfactual design to distinguish industrial expansion from employment-based structural transformation and examines real wages as a transmission channel.
